The ledger board is the single most important part of a deck and the most commonly built wrong, particularly on decks put up decades ago or by a previous owner over a weekend. If it was nailed rather than properly bolted, or if it was fastened without flashing so water has been running behind it into the rim joist of the house, the deck is unsafe regardless of how the boards look. That inspection happens first, and if there is a problem you are told plainly, because refinishing the surface of a structurally compromised deck is putting a coat of stain on a hazard.
Refinishing versus rebuilding, decided honestly
Sanding and re-staining a sound deck is one of the highest-return jobs available, and it can make a tired deck look close to new for a small fraction of a rebuild. It is the wrong answer when the boards are cupped and splitting, when fasteners have worked loose across the whole surface, or when the framing is failing. The assessment is what determines which conversation you are having, and it is worth having before you have decided which one you want.
Composite and wood, with the trade-offs stated
Composite decking costs meaningfully more up front and eliminates the sanding and staining cycle that wood needs every few years. Wood costs less initially and looks better to many people, but it is a maintenance commitment in this climate rather than an option. Neither is the right answer for everybody.
